On January 5, 1999, EPA issued a proposed rule to lower the reporting thresholds for certain persistent bioaccumulative toxic (PBT) chemicals that are subject to reporting under Section 313 of the Emergency Planning and Community Right-to-Know Act of 1986 and Section 6607 of the Pollution Prevention Act of 1990. The proposed rule also included the addition of certain PBT chemicals, amendments to the proposed rule to add a dioxin and dioxin-like compounds category, as well as other related reporting changes. EPA published a notice in the Federal Register on March 1st, extending the comment period on the PBT proposed rule by 30 days until April 7, 1999. The comment periods initially was scheduled to close on March 8, 1999.
